Trouble Port Forwarding

I'm trying to port forward port 4000. I've gone to Run > CMD > and typed ipconfig, to make sure I have inputed the correct IP. I attached a screenshot of the forwarded ports. I have tried to test the port with this site http://www.whatsmyip.org/ports/ and it continues to say:

Closed
Error Number: 61
Connection refused

What am I doing wrong?

Can you try port triggering instead?

Can you try port triggering instead?
I really don't know, I've never done that before, and I don't even know what it is. I'll look up a walk-through if you think it would work.

This thing is sticky, and I don't like it. I don't appreciate it.

Port triggering is just the tab next to port forwarding in your screenshot

Also, you might have a nazi ISP that's blocking the port, or you may also have a software firewall in there somewhere
