Internet sleuthing led me to do a Stock Lookup for Best because there's no way a google search would lead me to that logo. I'm going to hope that the building in the picture is the headquarters. Combined with the Sakura trees I'm certain this is Japan so I'm going to guess Fukuoka.

The presence of sakura blossoms as well as the presence of Asians in the picture means this is a Japanese city.
Also, I think we should try and not use Wikipedia as the image source, as it can be a bit too easy to deduct answers. The city in question is Fukuoka. EDIT: Dammit, late again. Most amazing jew boots |

The only other mountains I can think of that look that tall and white and could create such a backdrop are the Sierra Nevadas. However, no large city looks like that.
The next best range is the Andes . . . and the best city to create this effect is Santiago, Chile. How ya doing, buddy? |

I know it's Sweden or at least Scandinavian because of the Norden building. A google search of the photographer reveals that he is Swedish. That leaves three options: Stockholm Gothenburg and Malmo.
I'm going to guess Stockholm EDIT: I got it. I'll abstain from revealing the city because two turns is lame and someone else should have an opportunity to go. I was speaking idiomatically.

The building way off in the distance and its features suggest to me that this city if Brasilia.

That city is quite something. Right in the middle of nowhere, the country's capital city. Built in the 1950's if I remember correctly. It feels old-fashionedly futuristic in a way... like those 60's sci-fi movies. Definitely a sight you can't forget, even though there isn't much worthy of interest there. There was a French movie, called "That Man From Rio" or something like it in English, that eventually ended up in Brasilia. What was fascinating about it was that, since it was a movie from the 1960s, Brasilia was still under construction. Some of the major buildings where there, like the National Congress building (which gave it away for me) and the other buildings around it in the foreground here around it, but the city itself was really just a shell, and was deserted. The residential part in the far background simply wasn't there, and neither was the greenery; it was all just red soil.
