The style and character design reminds me of Tokyo Underground. So that's my guess.

I'm gonna go with Matantei Loki Ragnarok. I've seen that character before and I'm pretty sure that's what he's from.

That's Juuni Kokki (The Twelve Kingdoms). Yoko and that guy from her World, I forget his name (Asano, was it?). Awesome show.
