Guess the anime Screencap: Revisited

Old OLD series/movies, and what not are probably abit too old(post 80's is a good time), but it shouldnt be used it say the show JUST aired, say somthing that is on the summer schedual, is a nono, but somthing that was on the spring schedual is fine(and if it overlaps its ok too)...and this should be a duh, but lets try and keep it spoiler free...I have no idea if that guess what right or not, so please tell us ^^...on the guess i think i got charaters confused, but i still thinks its disgaea

Sorry, Took yesterday off the computer. Anyway it isn't Disgaea.

Hint 1: The show's randomness is what makes people not like it that much.

Well if we're talking randomness then I guess it doesn't get much randomer than Boboboubo Boubobo.

Plus that eye matches some of the character designs from the show. I'm pretty sure on this guess, Outlaw.

The reason why I picked an eye close up is due to the fact I used to run another game on another forum where people had to guess the character by their eyes. Needless to say....alot of people were stumped as to who the character was. But in this case I would have posted a landscape after it so it would have been easier to figure out a little then.

My guess would be Jungle De Ikou. I think I remember a scene where a bunch of guys get nosebleeds like the ones in the picture. Been so long though. Funny show.
