There is a janitor in his late fourties around my college who stands around and checks out barely legal girls as they walk past him.

Would you consider this harmless or should I report him?

Fourty isn't that old. With the right timing, he could easily overpower one of them, force them into a black van and disappear.

And how do I know he didn't just take this job last month and has a history in rape/kidnapping?

Why blame those who responded? It's your decision whether or not to do something. Our thoughts shouldn't influence how you do things. If you don't do anything and something ends up happening, you can only blame yourself.
