It won't be a port forwarding issue unless you're behind a router. Even then, I don't remember CS requiring me to go forwarding ports.
Have you tried reinstalling HL and all of the mods? Is it only CS that can't connect or is it any game through Steam? Can you connect with any other online game? Jam it back in, in the dark. |

You might have to list either CS or the ports it uses as allowable traffic if you want to leave your firewall up while you're playing CS.
Then again, I don't think the firewall is super-necessary on there since you're already behind a router (unless you've been playing with DMZ settings). There's nowhere I can't reach. |
