The file is a BIOS image for sure. It's probably not packaged with a flashing utility because this one is already integrated in the BIOS itself. At least for my Abit board I have possibility to activate some flashing routine on startup, where the routine asks for a floppy disk (or a optical disc) where the ROM-file resides. It then proceeds (when finding the ROM) with flashing, restarts automatically and voila, you're done.

Jam it back in, in the dark.
