Start -> Settings -> Control Panel -> Regional and Language Options
Languages Tab -> [v] Install files for East Asian languages Languages Tab -> Details -> Settings Tab -> Add -> Japanese, Microsoft IME Standard 2002 Dismiss by clicking Ok twice. Advanced Tab -> Change language from English (United States) to Japanese Note that this will make all "\" become Yen signs. So you'll have something like C:¥Documents and Settings¥Minoko¥ in your paths. Jam it back in, in the dark.
