FTP server trouble

I want to make a FTP server to share my files with a select number of friends, but I can't seem to be able to allow them to connect. I made a username and password, and I disabled any firewall protection that might get in the way, but when ever they connect it just says that the target machine cannot respond. Any suggestions?

I told them to connect to port 2100

I do use a router, and I am set for port 2100, and I cannot use my dads PC because its screwed beyond repair but I can connect to the server myself if that counts

Double Post:
Do I need a dynamic IP, or is a regular one fine?

This thing is sticky, and I don't like it. I don't appreciate it.

please help i still cant get it to work, and I dont know how to set up port forwarding OnlyJedi. What is that link supposed to do?

ok, I am using Bulletproof ftp server
router is D-link model # Dl-524

If I try to access my own FTP I am able to log in fine
I'll look into this DMZ thing
EDIT: I found out that I have to go to 192.168.0.1 to configure it, now enabled I'll post when I can get my friend to test it out

I was speaking idiomatically.

oh, then my ip is 207.6.52.231, I can connect to my own server fine with my client, but not with the 207 IP and I have enabled port forwarding already

ok I went to cmd, and before I could do anything it said:

"The VTVDM CPU has encountered an illegal instruction. CS:054a IP:0102 OP:ff ff 8a c4 8b Choose 'Close' to terminate the application."

and if I choose ignore it closes anyways
oh free.user, I tried to get a VPN server like you recomended trying, but It just installed tagasaurus took an hour to remove most of the viruses...
