Scotty, open the command promt (Windows sign+R, and then type cmd). In that box type in "telnet 207.6.52.231 2100" without the quotations. Also, if your firewall pops up after you type that in, just allow it to proceed.
It should also be noted that Scotty is on Telus ADSL, which is notorious for such problems (they do such things as port21 blocking, becuase they hate it when their clients create servers). Jam it back in, in the dark. If you want to set up a VPN as an alternative, try Hamachi. It's small, easy, and it works.
