I never saw Miami Vice myself, so I can't really compare it to Vice City other than I know the dude from Miami Vice had a black partner who Lance Vance was probably modeled after. But there is no denying that Vice City is HEAVILY influenced on Scarface. Even if you base it on plot alone "criminal gets out of jail goes to Miami, and has nothing, but gets into the life of crime again and works his way up the ranks to become king of the city". And there are so many Scarface references in that game it's hard to even count. GTA3 even took things from Scarface.
I think the reason they chose the name "Vice City" has less to do to with that they wanted to name it after Miami Vice because it was similar, I think it has more to do with the fact that they wanted the game set in Miami(probably IMO because they used some ideas in GTA3 and wanted to make a Scarface-like game), but didn't want to call the game GTA Miami. So they had to find another name for Miami and if you think "Miami", nothing in paticular really comes to mind, but if you think of the word "Vice", you think "Miami Vice", hence why they called the game "Vice City", because people would quickly realize the game is set in Miami.
This thing is sticky, and I don't like it. I don't appreciate it.
