I've seen some slick stuff made with Adobe Premiere Elements. I personally can't stand Adobe stuff after working with Final Cut Apple software, but as far as I can tell, Premiere is about the "best" you can get consumer grade for Windows PCs.
Your other option, would be to use VirtualDubMod to cut up various AVI files and put them together. I believe VDub can do this. Oh and its free.
