Do you have acceleration set weird in the mouse settings? I know with my logitech, I can set acceleration to high levels which would probably give "stuttering" when trying to move at slow speeds. Since your hand is not perfect in its pacing, the mouse can sense the different pacings and the assigned acceleration could move the mouse faster in some cases that it shouldn't.

Basically, try turning off acceleration and see if it still "stutters".

There's nowhere I can't reach.
