Bulk licenses folks. Getting a game licensed on the DS is incredibly easy and on top of that you can be like "Yo Nintendo I'm going to make 20 games this year" and Nintendo is like "Have the money up front and don't release any porn thanks."
And if you are an established developer like Ubisoft you don't even have a game quota. You pay Nintendo X dollars a year and you can release whatever, whenever you want...again as long as its not porn. Big developers have been getting auto-certified since the PS1. A certified game just means Nintendo got paid. They don't even check the content or quality anymore. Jam it back in, in the dark.
