Are you using any firewall program and how long do you wait till you reset/close CS? Also how many servers have you tried?
I don't have a chance to play CS much, but I have had one time I thought I had to do that myself. Tho for some reason it was just taking a long time to get on the server (it was not a slow server or that I had a high ping it was just slow to connect) Jam it back in, in the dark.
