What are you going to do. Hack him/her?
Anyway, yes it requires an active connection with the person. The simple way is to start a file transfer and then monitor the IPs you connect to using something like ActivePorts. Jam it back in, in the dark.  |

Then just get him to mail you. Way easier to trace an IP.
