What do you think of some sort of wire netting? It might be ugly, but the pigeons won't be able to land there. Maybe you can take it down when you need to use balcony.

I read that some people use cd's and pinwheels to reflect light to discomfort the pigeons to fly away. Or something that makes loud noise at times.
Go for the pinwheels, lots of them. There's nowhere I can't reach. |

Their feathers might stick to the substance. Pinwheels I say! Or get a cat or dog to chase them away
