Hmm. So it's not Steam.
Try going into cmd and doing ipconfig /release and then ipconfig /renew. Alternatively, tell Windows to repair the connection (this basically involves Windows automatically disabling the adaptor, enabling it, reconnecting, and flushing both the IP and DNS and re-establishing it).
Check your firewall and make sure that Steam's allowed access, too. (You ARE using a firewall at ALL TIMES, right?)
Outside of that, I'm not sure what to do without more info. =D
