Nope, that's something from Microsoft. They think, and may or may not be justified in doing so, that you use a pirated version of Windows. They offer you the opportunity to buy the real thing if you want, but otherwise that stuff won't go away.

Frankly, if you do use an illegal version of Windows, it wasn't exactly the smartest move ever to enable auto-update and the like so that it could report back to Microsoft.
