Personally I think Sephiroth is the hottest at the scene where he kills Aeris in the City of the Ancients.
Just look at that face. Confident, and so very very evil. Who WOULDN'T throw off their clothes and leap into his arms at the very sight of it! Well, AFTER shedding a tear at the loss of poor poor Aeris
