There was actually two different version of that game being released by different publishers. One is done by Edios, I am not sure about another version, but its better then Final Fantasy VIII in terms of adoption to computer as far as its use of control scheme and key board goes. You could actually type in the name of the character using keyboard in Edios' version. Although you couldn't actually play FFVII for PC with Windows XP unless you find that "unofficial" XP patch for Final Fantasy VII. Also, some of the higher spec computer potentially could render some aspect of the mini-game unplayable, like the high way chase for example, it goes crazy fast on my last relatively moderate Geforce 5500, I couldn't imaging what 2 gig hertz and Gforce7200 is going to do to it.

Well, you could always download the PS1 rom off of Emule (P2P software) and run it with a PSX emulator (ePSXe).
Just look at that face. Confident, and so very very evil. Who WOULDN'T throw off their clothes and leap into his arms at the very sight of it! Well, AFTER shedding a tear at the loss of poor poor Aeris :(

There is a PC version of FFVII, but you will not get torrents for it here. If you wish to download the game and need help, ask in Other Requests.
