They still see stealing as wrong, and their bullshit justification for taking such actions doesn't change that. They do it *knowing* that it is wrong.
Thusly, you get weak willed Atheists and weak willed Theists stealing. As for your questions, I would return the wallet. I would never commit identity theft. If it was someone I disliked I may keep the money, but am not entirely sure. It might be more statisfying to return it intact. Depends on the nature of the dislike. I do not hate. Jam it back in, in the dark.
