Recovery disks can go wonky, and it could be a hardware issue. If you want to test it, reinstall Windows. Don't use any recovery disks/images, and reinstall your software from scratch. If it works, then you know that your issue is either in the media, or your CD/DVD-ROM drive. At least probably.

If your Windows disc, and your recovery disc won't read correctly, then it's probably the optical drive that is having issues. The odds of two CDs having problems aren't really high.
