It might be like one of those action movies where ne group of police is corrupt, and one lone cop is trying to fight for truth. At every turn he's being sabatoged by this evil faction of police. Maybe...just maybe...a mental defect will call the dispatcher and alert him of a chance to feee his wife and child from the de facto police leader, Dr. Wamblesauce.
