I completed it a few days ago with a play time of about 45 or 50 hours. Excellent game and one of my favorites on the platform. It reminds of Earthbound with its quirky humor and surprising depth. It might seem average in some ways, and it certainly isn't perfect, but it's definitely more than the sum of its parts and possibly the most addictive RPG I've played this generation. I intend to go back and try to defeat all of the outlaws. That is if I can just figure out why the encounter with Eagle 1 won't initiate.
This game desperately needs an official strategy guide. Unfortunately I don't think all the slipshod reviews will help to that end. Too many folks wrote off the game as unfocused and mediocre simply because it isn't very linear and story-driven as most JRPGs tend to be. Not to mention the lack of flashy graphics. Jam it back in, in the dark.
