I confess the the Silent Hill Arcade game confused me to start off with. I'd heard Konami were dropping the number from the next Silent Hill game, but from the looks of things this is - at most - a side story (more likely something akin to Gun Survivor 2).
It seems a little hinky to me: I always got the impression that Silent Hill wasn't supposed to be about Doom-style monster killing. Jam it back in, in the dark.
