Warhammer 40,000: Dawn of War has some herotype units, but not too much leveling up or anything. The gameplay is damn amazing though, and you'll forget about wanting to level up heroes in no time...
A classic, which is like this, is Tzar. There's lots of upgrading for individual units and stuff, you can also level up and train all of your individual units, making it really amazing... Jam it back in, in the dark.
