My opinion is that you should get a PSP with custom firmware. NES, SNES, Genesis, even some N64 titles, but I guess it should be played on a TV. Anyways, if you can afford it you should give it a try.

Then he might as well buy an old Xbox 1, softmod it and install all the emulators he'd want and they're guaranteed to work better than on a PSP. On a TV to boot, with only the controller shape being a bit of a setback.
