How was he doing anything criminal?
Also isn't the function of a taser to constrict someone's ability to effectively control their muscles (IE: running away, etc) for a period of time (~15 minutes) so they can can make an arrest more peaceful? So isn't tasering him, then asking him to stand up immediately after, say a little, counterproductive? Basically they started the tasering when a police grabbed him, and now they're commenting that he "resisted arrest" when he refused to stand up after the fact.
Something tells me these guys were just trigger happy, panicked and in the heat of the moment, when adrenaline pumping, handled the following situation very badly. Also by the name of the guy, he seems of Middle Eastern descent (my own assumption) so that probably played a role as well.
HE'S A TERRORIST. ZAP HIM.
