Actually heredity, hormones and weather all play just as a significant role in skin composition as diet and exercise.
I've always had oily skin and even though in the last 5 months I went through a really dramatic diet change and exercise regime, my skin is still pretty oily (although not as much). You can't really turn off the production of your oil glands at will, most you can do is control its output.
There's nowhere I can't reach.
