Question: Deft strike says I can move 2 squares before attack. Does that mean I can move, perform a minor action, move 2 squares again, then attack?
Yeah, that's exactly it, it lets you move 2 spaces during your attack action even if you've already taken your move action.

Your first strike will work against any enemy who hasn't yet acted. You never have to declare it, I'll just add the appropriate bonus when necessary.

You can only use sneak attack once per round; however, since you only have 1 attack per round right now anyway you generally won't need to declare that either. Just keep an eye on who you have advantage against (anyone during First Strike, anyone that's been flanked, dizzied, slowed, etc)

How are stats being determined for this? Are they selected or rolled?
You can do it either way.

1: Roll 4d6, throw away the lowest, repeat 5 times

2: Take the numbers 16, 14, 13, 12, 11, 10 and assign them as you like

3: Point buy: Rather then explain this, I'll just link to you this calculator. Just keep raising your stats until the "Points" counter reads 22.

After a careful examination, it seems like he might have been at the south, but he gave his combat orders as if he was coming from the north so I kind of split the difference and gave him an extra square of movement.

Yeah, the spacing was a little vague because I committed the Classic Blunder of not actually putting a battle grid over the battle, but I'll be correcting for that henceforth.

Incidentally, I just want to remind everyone that your at-will powers have unlimited uses. You should be using them instead of basic weapon strikes. The unenhanced weapon attacks are only there for use when you get a free attack on someone else's turn.

I mean, unless you're actively trying to get killed in which case EXCELLENT WORK

Also, added a blank character sheet to the OP now that everybody's gettin' all homebrew on me.

BRADY: Your surge value is how much HP you get from using a healing surge (as a standard action). That your surge value and your current HP are identical is just a coincidence. This would be a good time to use one, though!

Alright, I've moved knk again. I don't want to get into this habit of skipping ahead without people too often, though. If I wanted to run a bunch of NPCs with the party I would have done it in the first place. I'm not blasting anybody for being busy, just counseling patience for the rest of us.

Picking up my staff, I raised my fingers to the tip and uttered the cantrip "Illuminos".
I lit my sunrod and muddled up the stairs with the rest of the group of mostly halfwits.

The light cantrip only has a 4-square radius, so if they run out of rods they'll just have to cluster tightly around Bob like the meatshields they are.

I have to mix it up a little, since the smart thing for the goblins to do would be just to sit on the other end of the room and spit javelins at you all day. Boring.

Well, having a Cleric who's unable to speak puts a crimp on a few things; a lot of the cleric powers involve spoken prayers. If you can work around that limitation I don't see a problem with it; if we can deal with a fighter with no weapons, we can accept a cleric who can't pray.

Anyways, how does one determine passive insight and passive perception? The page the character sheet chapter refers to just talks about how passive checks work. Are they both just 10 plus any applicable modifiers?
Yeah, your Passives are just 10 + whatever your total bonus to that skill is. 2 points in Insight yields a Passive Insight of 12, etc.

It's probably not worth the time. Enough of the rules have changed since 3.5 that it's only going to confuse you if anything.

Pang, I think Knk's last post was a forward instruction for his turn, move forward 5 spaces, which makes it the other Dire rat's turn.
