In all my experiences I've never narrowed such an error down any further than it's implied meaning: something, somewhere, commited suicide and Windows didn't like it. I'll wager a guess and say it may be your security software trying to update or actively scanning that brings this on. Try going online a time with it disabled and see how things go.
