I had the same problem and, it was the firewall, but it was windows, and I changed to zonealarm and it worked plus you don't get the crazy fluctuations in torrent download speed.
stupid windows firewall, make up your mind! block the torrent? don't block the torrent? I'll just uninstall you so you don't explode.
