I encounter the same dried sweat encrusted X360 controllers, but as Skills says, rubbing alchohol works wonders. Sometimes I give all the joysticks in my room a good rub, just because. As I'm incabable of learning the art of relaxing, some heated Halo 2 matches often leads to very nasty controllers...
