New Computer from Scratch - Advise?

My older brother is moving and needs a hand on computer parts. He can put a computer together from scratch (he knows how to put one together), but on parts along with their compatibility and how good they are, he and I aren't so sure.

So, we asked my oldest brother who is a pretty big computer guru of sorts. He sent my brother an e-mail with a recommended list. Now, he wants to keep this semi-cheap. He wants a computer that is versatile and powerful enough to run WoW (he's addicted lolz). Anyhow, here's the list. Any suggestions, then fire away: (particularly on the monitor. He isn't too particular. Wants a cheap one that still looks okay. Don't think he wants a bigass plasma flatscreen =p)

Why not get a DVD burner instead of just a CD burner? They're only about $20 more. Also, a Radeon X850XT is better than that 6800GS. As for a monitor, how big does he want?

There's nowhere I can't reach.

For a little more (and a much better deal), you could get a 320GB Western Digital HDD for $110 @ Newegg.

This thing is sticky, and I don't like it. I don't appreciate it.

Search through your local classifieds for good used monitors. You can often find larger sized monitors that have a lot of life left in them for cheap. I picked up mine for a song, and you would never know it wasn't new. If you are gaming, 21" is very nice.

Might as well go dual core, if you don't have much now you're bound to come across some later on and add on.

Get a CRT monitor, Corsair Value Ram and you are good to go.

Burners are relatively cheap so no excuse for not getting a DVD burner.

I was speaking idiomatically.
