Heating Problem (I think)

Ok guy,s

I wanted to gather your wisdom on the subject before I spent $40 on a new CPU fan and thermal paste.

After a few months of using my fancy new pc that I built last summer, it began
to shut down randomly, and more frequently as I used it. I noticed that the more stress it was under the more often it happened. Particularly when I would
try to use skype for video chats and to stream video tv shows.

I talked to a few friends and one my professors and they all seemed to think it was probably heating. My specs are as follows:

Now I figure it's a heating problem becuase I'm just using the stock fan that came with the processors. I also used a monitoring program and it said that all my fans were at 96.9 when I had explorer open and like 90ish when I didn't.

So what do you guys think? Should I go ahead and get a better cpu fan?

Found help and apparently the Radeon 4800 is the source because it overheats alot.
So now I'm downloading the control suite so I can manually max the fan speed

There's nowhere I can't reach.
