Today Blizzard revealed that it would allow World of Warcraft subscribers to transfer their characters to from one server to another for $25, although the implementation date has not been finalized and there are several considerations and restrictions -- for now at least. Among the caveats: the character must be at least level 10, cannot switch between PvE and PvP realms, cannot transfer a character to one faction if he already has a character on that realm on the opposing faction, you must have an empty mailbox, must restart your kill quests (but not your collection quests), and the process may take up to ten days to process.
There are also in-game currency limitations. Characters up to level 30 cannot bring with them more than 300 gold; characters from level 31-50 cannot bring more than 1000 gold; and characters level 51-60 cannot bring more than 5000 gold. And although Blizzard has plans to open this service up to its European market, it will begin in North America. Lastly, a guild leader must leave or disband his guild for a successful transfer.
For now, not all realms will be available for transfer. If the destination realm is less than 90 days old or, conversely, full or near to it, it will not be accessible. If Blizzard plans to make the destination realm available at no cost in the near future, it will also not be available for the paid transfer service.
There are no plans for bulk discounts. As to the expected initiation of this plan, Blizzard was not immediately available for comment.
