Blowing up an image and unblurring

Is it possible to blow up an image and reduce the blur? I'm trying to take a frame from an .avi (HD ripped) and blow it up to around 25 inches by 13 inches.

If I post it here, is it possible for someone to clean up the image? Or must I dish out money and higher a professional?

You can try, but I think no amount of professional software can truly enhance it. There will always be some perceptible sign that it was blown up.

There's nowhere I can't reach.

Oh. Well here is the picture (took a screen shot of it from the video I have)I want to make into a poster. It's from Destination Calabria by Alex Gaudino, sung by Crystal.Waters. I've been looking for posters from it, but couldn't find any.

You think this is good enough to blow it up to about 25 inches?

This thing is sticky, and I don't like it. I don't appreciate it.

Sorry man, it's gonna be tough to make it look good on even a 8x11. I would say if you want the concept kept but not the details, you can go vector. But even then it would be time consuming to learn and get it down.

Yes, even the version in your sig is pretty low quality.

There ARE image enhancing software packages out there, but they definitely aren't going to give you the quality you need for a printout of that size.

The very best you could hope for is to try a "smart blur" in photoshop which may be able to help with artifacting, but it will still look like shit.
