Sound Recorder/.mov files

With my old desktop I was able to record whatever I was playing on my computer (sound wise) with the Sound Recorder. For instance- if I were listening to a song, I could click record on Sound Recorder and it would record that and if someone IM'd me it would record that sound along with the music and so on. Sound Recorder on my notebook though doesn't record anything. What's the difference between my desktop and notebook?

I use sound recorder to record audio off of .mov files so I can turn them into .wmv, .mpg, etc. files. Is there any other way to change these files?
