From what I heard (mostly on Capcom's AA board) the problem is with the distributor, Digital River. Then again, it's Capcom's duty to get enough copies to Digital River so that they can ship them out, so I don't really know what's the deal with that. I'm certain Capcom has plenty of stock, anyway.
