Bolide made a good point: Loyal friends > quantity of friends. But this doesn't apply to the girl in question since she apparently has no friends.
Lunar Seal also brings up a valid question. If your friend and his girlfriend's age are young, then not much can be said (since assessments on young relationships can go towards "Well you're still immature and unexperienced; you're not in love, boy" type posts). But if this girl is young and having personality disorders (being clingy) then she better stop being so selfish and emo and grow up, otherwise the road ahead for her is bleak. Learning to let go is an important experience.
My brother has a friend who is very clingy, and no one wants to be around her. There is no surprise that she has no friends except my brother who is too nice. It's like being mean - if you're mean, you definitely won't be approached. This is opposed to being antisocial. I know very many people with very little friends but they're completely normal. Just antisocial.
This thing is sticky, and I don't like it. I don't appreciate it.
