It varies for me. Sometimes I feel like a cheapskate, and buy stuff that's a few months/years old. The main reason is because in the past (particularly with N64 games), I felt burned after buying a game brand new for like $40-70.
An example is Shadows of the Empire on N64, which was was $70 when I bought it (think back in 1997). Then they lowered the price like 30 bucks about a month after I bought it. To make things worse, only the first level was really worth playing (the snowspeeder level), the rest of the game kind of sucked in comparison (not saying they weren't worth playing, just they didn't seem as "fun" as the first stage).
Luckily Lucasarts redeemed themselves with Rogue Squadron (which was the first level of Shadows of the Empire expanded into an entire game). But in general, I hated spending $50 on a game, only to play it for like a week/month, and then never ever touch it again. And as a result of that, I usually won't touch a new game if it costs more than $50 (particularly if it has low replay value).
That's not to say I won't ever buy a brand new game. Just that I try to be really careful about getting a game unless it seems like I'll like playing it for a long time.
