I remember hearing a friend a long time ago tell me that his mom was obsessed with Sim City, and managed to hit the 1 million population mark largely by making a sort of X pattern that alternated zones of business with industry (or something like that, I was never good at this game, but it was fun building cities).
They have music for that achievement (you remember how the music changes everytime you advance into a bigger city?), so I'm sure it's possible, although probably hard to get to.
