Before getting too excited you might want to wait for an actual developer comment or confirmation given the source of the news. I mean if ZOE3 is indeed development then where was the announcement at TGS?
There were rumblings about Kojima announcing a new title at TGS that turned out to be nothing special really but it's possible PSM expected this to be ZOE3 and ran with it. Jam it back in, in the dark.

As expected the latest issue of PSM has absolutely nothing inside about ZOE3despite the cover claiming they played it:

15 months later... "Honestly, we wish we could tell you about the super secret unannounced ZOE3 but Konami's super ninjas stopped us as we went to print.
