I'm gonna guess Ogon Yuusha Goldran. It's a mecha show, has multiple saga and aired in the 95-97 range. Also saw a picture that looks like the mech from the sample although I can't really be sure it's the same.

EDIT: can we get a ruling somehow? i'm not sure which guess, mine or aku, is more exact to the answer and i don't wanna post a new sample and have pple say i'm stealing spots I was speaking idiomatically.
