No, set-top boxes are only for broadcast TV shows. If you've subscribed to your cable company's HD package, they'll send you a new cable box with a component out on the back as well as DVI or HDMI. Technically, keeping the signal digital for as long as possible will keep the picture quality high, but component is fine.

The PS3 and Xbox 360 will simply output an HD resolution (be it 720p, 1080i or 1080p) and the TV then takes the signal and scales it to whatever the TV's native resolution is.

Yep. Most Gamecube games have a 480p mode when you have the component cables, and it looks pretty good. Of course, getting the cables and a compatible GC is another story...

The quality's good through S-Video, but component would've improved on it that much more and the progressive output really makes a difference.
