The way I like to think of it, nearly all visual novels are h-games, but not all h-games are visual novels. What differentiates a visual novel from an h-game is its story. Take the sex out of a game like Tsukihime or Kanon and you're left with a fascinating story -- Kanon (and other Key games like Air) has actually been released on consoles as an "all ages" (no sex) title. Take the sex out of a generic h-game and... uh... expensive coaster?
