This is pretty disgusting. I guess the Amish were just in the wrong place at the wrong time. I think that if any other school were nearby he'd have gone there instead. Furthermore, the fact that these Amish schools seemingly have low security, it'd be easier to take his revenge there than some school more relevant to what was making him do this in the first place.
