However, we can not sell liquor in any stores APART from liquor stores. Like, I go to other states and they sell liquor in the grocery store. Here, this is outlawed unless you have special permits. Very few stores have them, and I've never seen a GROCERY store selling booze here. This law is only a few decades old. I was around when they sold beer in grocery stores.

Same here in Pittsburgh. I always think it's odd to just see alcohol sitting on grocery store shelves when I visit other states. Oh, and in Germany, they had beer in gas stations. Irony!
