Ahh I hate it when that happens. Hard to remember exactly what causes it.
Ok, do you have the Active Desktop feature turned on? (Right-click menu on desktop -> Properties -> Desktop Tab -> Customize -> Web). That's one cause of it that I DO remember. Try disabling it and see if that helps. Jam it back in, in the dark.
